ACTIVITIES OF KADUNA STATE PUBLIC PROCUREMENT AUTHORITY<\/u><\/strong><\/p>\n

The functions of Kaduna State Public Procurement Authority are as follows:<\/p>\n

    \n
  1. Formulate the general policy guidelines and implement regulations relating to public procurement in the Kaduna State and its Local Governments.<\/li>\n
  2. Publicize and explain the provision of the Law;<\/li>\n
  3. Supervise the implementation of established procurement policies and regulations;<\/li>\n
  4. Monitor the prices of tendered items and keep a database of standard prices;<\/li>\n
  5. Publish the details of procurement contracts in the State procurement journal;<\/li>\n
  6. Issue certificate of no objection for contract award in respect of all procurement within the established threshold, that comply with provisions of this Law;<\/li>\n
  7. Collate and maintain in an archival system all State procurement plan and information;<\/li>\n
  8. Undertake procurement research and surveys;<\/li>\n
  9. Provide and co-ordinate training programmes to build the institutional capacity of all procuring entities within the purview of this Law and to coordinate the training and development of service-wide procurement cadre;<\/li>\n
  10. Periodically review the socio-economic effect of the policies on procurement and advice the Governor accordingly;<\/li>\n
  11. Prepare and update and update standard bid\/tender and contract documents;<\/li>\n
  12. Respond expeditiously to enquires from procuring entities; provided the enquiry is accompanied by adequate information;<\/li>\n
  13. Certify State procurement prior to award of contracts from commencement date of this Law, thereafter provide an effective monitoring mechanism;<\/li>\n
  14. Prevent fraudulent and unfair procurement and where necessary apply administrative sanctions;<\/li>\n
  15. Review for compliance the procurement and award of contract procedures of every entity to which this Law applies;<\/li>\n
  16. Perform regular procurement audits<\/li>\n
  17. Receive, expeditiously investigate and decide complaints from bidders and the general public against public procurement rules and practices;<\/li>\n
  18. Introduce, develop, update, maintain related database and technology; and<\/li>\n
  19. Ensure transparency, fairness and the long-term sustainability of the outcome of every procurement process in the State.<\/li>\n<\/ol>\n

    FUNCTIONS AND POWERS OF THE BOARD<\/u><\/strong><\/p>\n

      \n
    1. Consider, review, and approve the monetary threshold for the applications of the provisions of the Law by procuring entities;<\/li>\n
    2. Consider and approve policies formulated by the management of the Authority on public procurement;<\/li>\n
    3. Approve any procurement guidelines or regulations to be made pursuant to this law;<\/li>\n
    4. Approve the employment of directions and other staff of the Authority;<\/li>\n
    5. Receive and consider for approval the audited accounts of the Authority;<\/li>\n
    6. Consider and approve operational structure, policy guidelines and major programmes of the Authority; and<\/li>\n
    7. Give such other directive and perform such other functions as may be necessary to achieve the objectives of this Law.<\/li>\n<\/ol>\n
